* refactor: Simplify retry middleware in reqwest. reqwest-retry
Retry middleware implementation for
reqwest-middleware.
Overview
Build RetryTransientMiddleware from a RetryPolicy, then attach it to a
reqwest_middleware::ClientBuilder.
retry-policies::policies is reexported under
reqwest_retry::policies for convenience.
